SCALING A COMPETENCY-BASED-EDUCATION MODEL AT A GLOBAL UNIVERSITY

Service: Consultation, Facilitation, Training, Evaluation Xsight served as a thought partner in helping Singapore Institute of Technology shape and operationalize key aspects of its CBE transition. We supported the refinement of the model architecture, clarified critical distinctions and design principles, developed practical frameworks for competencies and curriculum, and helped connect strategy to implementation through facilitation, structure, and evaluative thinking.

The work helped Singapore Institute of Technology advance its CBE transition with greater clarity, stronger internal alignment, and more actionable tools for implementation. It supported the development of the model framework and practical playbooks, while helping the CBE learner analytics team create dashboards that provided meaningful, actionable insights for leaders, faculty, staff, and learners. It also strengthened the institution’s ability to communicate its model, build confidence in its approach, and sustain the work over time. Publicly, this progress can be seen in SIT’s growing portfolio of competency-based micro-credentials for lifelong learners and in its rollout of full degree pathways aligned to the evolving needs of Singapore’s future workforce.

Catalyzing Campus Innovation with Hybrid Learning

Campus facing the dual challenge of improving operational efficiency while attracting and retaining a diverse and evolving learner population. Traditional on-campus learning models were increasingly unable to meet the needs of non-traditional students, such as working professionals, and the digitally-savvy, coming-of-age learners. This presented an opportunity to rethink and redesign educational offerings that could appeal to both these groups by providing greater flexibility and relevance.

Service: Design & Innovation, Benefit Realization To address these challenges, we developed and validated a hybrid learning model ensuring flexibility without compromising educational quality. Our work included: - Researched and Analyzed the Market: We conducted a thorough study to identify key competitive factors and gauge prospective learners' interest in a hybrid model, ensuring alignment with their needs. - Created an Operational Framework: We designed a flexible hybrid learning framework that included flexible in-pace activities scheduling and usage of campus facilities year-round, providing learners with flexibility to fit learning with life. - Developed a Business Plan: We developed a comprehensive business plan, including predicted financial performance, demonstrating the model's learning efficacy, financial viability, and operational feasibility, along with an implementation blueprint.

- Learner Market Validation: We confirmed strong interest from both non-traditional and traditional learners, highlighting the demand for flexible learning options. - Catalyzing and Mobilizing Innovation: This project marked the first step in a broader shift toward innovative educational models on campus, leading to the adoption of new learning pathways that include flexible entry and exit points to employment. - Sustainable Growth: The financial model validated a pathway to improved operational sustainability through significant more efficient utilization of staff and facilities.

Traditional engineering and technology programs have long been barriers to many aspiring learners, especially those seeking pathways to well-paying jobs. These programs often overlook the diverse needs of students, particularly those who have not had access to advanced math courses or adult learners looking to re-enter the workforce. This presented a critical opportunity to innovate in program design, focusing on increasing access, promoting equity, and preparing the future workforce through a more inclusive approach to STEM education.

Service: Design & Innovation, Evaluation Recognizing the need to break down barriers and open up opportunities for a broader range of learners, we developed and piloted a non-traditional program design. Our work included: - Researched and Analyzed the Market: We identified smart manufacturing (Mechatronics) as a high-potential field for a new educational pathway. - Created an Application-First Degree Program Model: Departing from the traditional theory-heavy approach, we created a hands-on, application-first learning model, making the program content immediately relevant to the workplace and accessible to learners with varying levels of math proficiency. - Designed Job-Relevant Embedded Credentials: The program included industry (micro) credentials, enabling learners to gain job-relevant skills and credentials while pursuing their degree. Flexible entry and exit ramps afforded learners to seamlessly transition between work and education. - Coordinated and Evaluated a Pilot: We piloted the program over a four-weeks, assessing its learning efficacy, operational feasibility, workforce relevancy, and learner satisfaction. Participants earned two job-aligned industry credentials and gained hands-on experience with industry-standard equipment.

- Proof of Learning Efficacy: The pilot exceeded expectations, with participants achieving certification pass rates that outperformed national averages. - High Learner Engagement: The program's relevance and hands-on approach resulted in high engagement and satisfaction among participants, meeting the needs of both learners and industry. - Workforce Relevancy: Collaboration with industry partners confirmed the program's alignment with job progression and workforce demands, ensuring that learners' skills translated directly into employment opportunities.

Key actions included: - Competitor Analysis: We mapped strengths and weaknesses of competing institutions, projecting the market share needed to meet enrollment goals. - Campus Performance Review: Analyzed past enrollment trends, website, and academic offerings to identify key opportunities. - Data-Driven Insights: Leveraged databases like Lightcast and IPEDS to identify growing fields and top-performing programs. - Strategic Recommendations: Shifted campus focus from program design to strategies for attracting more learners, providing actionable steps to enhance campus identity and marketing effectiveness.
